It is an open protocol and does not require any form of legal or other relationship to our Foundation to use.
It is a set of rules for the co-ordination of transactions in the exchange of data. The rules of this protocol are governed by the foundation. It is never intended to be static and designed from very initiation for a continuous and accelerating tempo of change while retaining purpose.
The protocol is not a service. There is no charge for its use nor outcome or benefit offered to any party by the Foundation. Any party that wishes to conform to the protocol does so at their own risk, and should perform their own due diligence and risk assessments. Under no circumstances should any communication from the Foundation about DHAP be interpreted to represent provision of a service or of any product or outcome by the Foundation.
DHAP is a set of opt-in standards that shape and facilitate protocol compliance.
DHAP provides guardrails for operation that may be freely adopted by actors, platforms and systems that wish to comply with the protocol.
Standards of the Protocol:
Voluntary Standards for Compliance with Protocols
Standards that may be freely adopted by those (communities, enterprises, institutions, etc) wishing to comply with the protocol.
Full Standard Adoption: No Partial Opt-Ins
Opt-in; freely adopted. However, adoption must encompass an entire standard – all components of a standard, not cherry-picked parts of it.
Applications in Health
Areas of application in health include (but not limited to) health records, billing, identity, policy, credentials, permissions, semantics.
Evolving Standards: Flexible Adherence to Versions
These standards will evolve with time; new versions will be made available – and ecosystem participants are free to adhere to a particular version of a standard.
